Program summary / training goals
The Sacramento Fellowship has a large diversity from reconstruction to limb salvage as well as standard elective cases common in Podiatric Surgery. There will be a mix of hospital and office based training. The fellow is trained to graduate being able to function in any podiatric environment.

Julian Nguyen, DPM
Dr. Julian Nguyen is a podiatric physician with Premier Podiatry & Orthopedics and is our current Fellow for 2026-2027.
He earned his undergraduate degree in Biochemistry from the University of California, Los Angeles (UCLA) before receiving his Doctor of Podiatric Medicine from the California School of Podiatric Medicine in Oakland in 2023. Dr. Nguyen completed his residency at Loma Linda University Health in 2026.
Dr. Nguyen provides comprehensive foot and ankle care with expertise in both conservative and surgical treatment. His clinical interests include minimally invasive surgery, reconstructive foot and ankle surgery, diabetic limb preservation, Charcot reconstruction, sports medicine, trauma care, pediatric podiatry, bunion correction, regenerative treatments, and wound management. He is committed to delivering evidence-based care tailored to each patient’s individual needs while helping patients restore mobility, relieve pain, and return to the activities they enjoy. His research interests in diabetic limb preservation and reconstructive foot and ankle surgery further support his patient-centered approach to care.
Outside of work, Dr. Nguyen enjoys freelance photography specializing in portrait, street, and landscape photography. He also enjoys cooking, hiking, traveling, playing the piano, and volunteering at local community health fairs.
Dr. Nguyen supports patients in English and Vietnamese.

Liliya Parkman, DPM
Dr. Liliya Parkman is a podiatrist with Premier Podiatry & Orthopedics and Sacramento Foot and Ankle Center, and is the Fellow for the 2025-2026 year.
She earned her undergraduate degree from the University of Southern California in 2016, majoring in Health Promotion and Disease Prevention with a focus on Natural Science. She completed her Doctor of Podiatric Medicine at the California School of Podiatric Medicine in 2022. Dr. Parkman completed her residency at MedStar Health Georgetown University Podiatric Surgery Residency Program.
Dr. Parkman offers comprehensive podiatric care with a focus on diabetic foot care, podiatric surgery, trauma, and wound care. She provides personalized treatment plans using the latest techniques in both conservative and surgical interventions to improve patient outcomes and mobility.
Outside of work, Dr. Parkman enjoys playing volleyball and pickleball, running, and spending time with her dogs.
Dr. Parkman supports patients in English and Russian.
